India's rapid urbanisation has led to a growing demand for affordable housing and essential urban infrastructure, including potable water, sanitation, drainage systems, electricity, roads, and solid waste management. With the country's urban population projected to reach 600 million by 2031, the need for sustainable and inclusive urban development has become increasingly critical. India's current housing deficit stands at approximately 19 million units, nearly 95% of which falls within the Economically Weaker Sections (EWS) and Low-Income Group (LIG) categories, underscoring the urgent need for targeted policy interventions.

Against this backdrop, the ASSOCHAM Real Estate Council serves as an Industry Policy Forum, bringing together government, industry, financial institutions, developers, and other stakeholders to promote public policy dialogue, regulatory reforms, and collaborative solutions for the housing and urban development sector. The Council focuses on infrastructure development, affordable housing, housing finance, sustainable urban development, and Ease of Doing Business, while addressing the evolving needs of India's real estate ecosystem.

Recognising the scale of the housing challenge and the fiscal constraints faced by both the Central and State Governments, the Council advocates a multi-pronged approach involving the private sector, cooperative institutions, non-governmental organisations, industry, and financial institutions to expand affordable and rental housing. Through policy advocacy, stakeholder consultations, conferences, and knowledge initiatives, the Council supports the vision of Housing for All, promotes business competitiveness, and contributes to the development of a vibrant, sustainable, and inclusive housing market in India.
